Deviation
You cannot meet the row as written. ITT Requires sits next to We Propose Instead, listed so your team can send them.
Same row, both
Ask whether the ITT really means it. If it does, the deviation is already on the list. One requirement, two outbound items, not two spreadsheets.
Answered
A bulletin or amendment closes the TQ. The linked deviation is withdrawn or kept. The trail stays so nobody reopens a settled point.
